| 数字政府建设依赖于技术系统与社会系统的充分融合，既有研究在讨论数字政府建设绩效时多关注供给侧“技术- 组织”互动，而用户需求作为数字政府供给的核心前提和基础，关注程度仍有待提升。从需求侧出发，构建“需求引致- 政府回应”的分析框架，运用省级政府2016-2021 年的面板数据进行实证分析，探究用户需求（公众和企业）对数字政府建设绩效的影响，分析制度环境的调节效应。 研究发现：公众需求与数字政府建设绩效之间呈现非线性U型关系，企业需求正向影响数字政府建设绩效，公众需求与企业需求之间存在替代效应。制度环境负向调节公众需求、数字政府建设绩效之间的关系。本文揭示了公众需求、企业需求和数字政府建设绩效的内在联系，数字政府建设需要关注需求侧因素的作用，通过构建开放、协作的价值共创生态，实现政府、公众与企业之间的良性互动，进一步提升数字政府建设绩效。 |

| The construction of digital government relies on the effective integration of technological and social systems, and existing studies have paid more attention to the supply-side “technology-organization” interaction when discussing the performance of digital government construction, while user demand is the core premise and foundation of digital government supply, and the degree of attention still needs to be improved. This study adopts a demand-side approach, constructing an analytical framework of “demand induction-government response” to empirically investigate the impact of user demand (from both citizens and businesses) on digital government performance, utilizing provincial panel data from 2016 to 2021. Additionally, the moderating eff ect of institutional environments is analyzed. The fi ndings reveal a nonlinear U-shaped relationship between public demand and digital government performance, and enterprise demand positively affects the performance of digital government construction, and there is a substitution eff ect between public demand and enterprise demand. Furthermore, the institutional environment negatively moderates the relationship between public demand and digital government performance. This paper reveals the intrinsic connections among public demand, enterprise demand, and digital government performance, emphasizing the need to incorporate demand-side factors in digital government initiatives. By fostering an open, collaborative value co-creation ecosystem, governments can facilitate positive interactions among public agencies, citizens, and businesses, thereby enhancing digital government performance. |
